At twenty past seven on a February morning the road outside the pharmacy is black and wet, salted twice since midnight. The sidewalk beside it is a grey sheet with footprints frozen into the ruts. A woman in her sixties carrying a shopping bag reaches the corner, looks at the ice, and steps into the traffic lane to walk the last forty metres in the gutter, where a truck has been. She is choosing the one surface somebody maintained.
Nobody decided to strand her. A public works department wrote down the order in which it clears things, the road went first because the road has always gone first, and pedestrian surfaces landed at the end of a list that runs out of overtime before it runs out of items.
The order is a written document
Snow clearing feels like weather. It behaves more like a spreadsheet. Most cold-climate municipalities keep a route hierarchy of three or four tiers. Arterials, hospital approaches, and bus routes go first, then collector streets, then residential streets, then the pedestrian network if the city admits to owning any of it. The tiers exist for honest reasons: a fleet is finite, storms arrive at three in the morning, and somebody has to say what gets touched in the first six hours.
What makes the document worth reading is that it executes itself. Once the order is set, every storm runs it again, forty or seventy times a winter, with nobody reconsidering. A resident phoning about an icy block is arguing with a decision made years earlier in a garage by people counting trucks.

Who ends up in the emergency room
The strongest evidence I know of on this comes out of Sweden, because Swedish hospitals report pedestrian falls into the same traffic register as car crashes. Khabat Amin, Marie Skyving, Carl Bonander, Maria Krafft, and Finn Nilson worked through 361,531 injuries and deaths reported by emergency hospitals between 2010 and 2019, publishing in the Journal of Safety Research in June 2022. Pedestrians accounted for 127,804 of them, roughly 35 percent, and were the largest injured group of any road user.
Falls, not collisions, did most of that damage. Pedestrian fall injuries came to about a third of all injuries in the road traffic environment and close to half of every injury that ended in permanent medical impairment, which works out to 2.2 times the long-term consequences carried by injured car occupants. The causes were mundane. Three out of four traced back to maintenance: ice, snow, wet leaves, loose gravel, uneven paving. Women, especially middle-aged and older women, were overrepresented, and most of it happened on urban and municipal streets rather than highways. And unlike every other category of road user, the pedestrian numbers have not fallen over time.
What Stockholm changed in 2015
Stockholm ran a gender analysis across its snow clearing in 2015, and the finding was less about gender than about who walks. More men in the city commuted by car; more women walked, cycled, or took transit. Three times as many people were injured moving on foot in icy conditions as behind a wheel, and hospital care plus lost productivity from slips cost about four times what winter road maintenance cost.
So the city inverted the list. Sidewalks, cycle paths, bus stops, and walkways to daycare centres were cleared first, on the reasoning that daycare is a commuting parent's first stop. Large workplaces came next, hospitals and municipal facilities included, then routes to schools. Only once that walking network was open did crews move to the remaining streets. The account of it that reached North America sits in a 2024 City of Toronto staff report attachment, which records the part every budget committee asks about first: working in that order produced no extra cost for the municipality.
That is the unusual feature of a plow order. It is one of the few civic variables you can change without buying anything. The trucks, drivers, salt, and hours stay identical. Only the sequence moves, and the sequence decides whose morning is survivable.
What plowing 878 miles of sidewalk actually involves
Rochester, New York does something most American cities its size do not: it plows sidewalks itself. The city clears 878 miles of them, every sidewalk at least five feet wide, once four inches of new snow has fallen. The mileage splits into runs of roughly fifteen miles, each about five hours, contracted out and usually run overnight. It is paid for by an embellishment fee on the property tax bill, calculated on each property's front footage.
Two details there matter more than the tonnage. The four-inch trigger means a two-inch freeze that glazes every walkway is nobody's job. And owners remain responsible for whatever the blade leaves behind, which is how a municipal service and a duty attached to the nearest house both cover the same concrete without either finishing it.
Where the shovel duty lands instead
Cities that do not plow walkways transfer the work by ordinance to whoever abuts them, unevenly, in ways the ordinance cannot see.
- The owner least able to shovel is often the person most likely to be hospitalised by a fall, so the duty and the risk sit on the same doorstep.
- An absentee landlord pays a fine cheaper than a contractor and keeps paying it, and the tenants absorb the ice.
- A wheelchair user needs an unbroken chain, and one uncleared house length ends the trip as completely as an uncleared mile would.
- Enforcement runs on complaints, so blocks with confident complainers get cleared and quiet blocks stay frozen.
The ordinance is not worthless. It just fails in the same places every February, and a city can predict which places.
Reading your own city's snow plan before December
The plan is usually public, usually posted, and usually unread. Five things are worth finding while the weather is still warm enough that nobody is angry.
- The route hierarchy by tier, and whether sidewalks appear in it at all or only in a paragraph about resident responsibility.
- The trigger depth, and what happens below it, since freezing rain leaves nothing to plow and all of the danger.
- Who owns bus stops and crossing ramps, frequently nobody in writing, and where transit riders and wheelchair users get stopped.
- Whether school walking routes and childcare approaches have any standing in the order.
- What last winter's injury claims cost the city, since that figure is the counterweight to the maintenance budget and never appears beside it.
Then take one question to the committee that approves the plan: what would it cost to clear the walking network first. In Stockholm the answer was nothing, because the fleet was the same fleet. Your city may need small equipment a road grader cannot substitute for. Either way the figure exists, and asking for it turns a grievance into a line item.
The woman stepping into the gutter outside the pharmacy is running the same calculation the plow schedule ran, and reaching the same conclusion: the roadway is the maintained surface. She is not misusing the street. She is reading it correctly.
